What is it? 

An optical illusion

Function 

To make the brain and the eyes disagree with each other making it look like it's moving.

Where I saw it? 

I saw it online working on a presentation

Quality 

The quality seems high because of the transition in colors. The circles also look like they're in a spiral formation, getting smaller as they get close to the center. 

Style 

It's psychedelic art.

What attracted me to it?

The appearance with how it looked like it was moving but it wasn't attracted me to it and the color scheme.
